Turns out the IRS could stop the AIG board from receiving bonuses from the taxpayer's bailout of their company by rendering them NOT "a reasonable allowance for salaries or other compensation for personal services actually rendered. The United States Court of Claims declared that determinations of the reasonability, and thus the tax deductibility, of compensation should consider the "foresightedness and business acumen" of the individuals receiving such compensation. I'll leave it up to you to decide how much business acumen, if any, AIG's board exhibited.
